1. Preamble: Why Mashwara Is Not Optional

Consultation (mashwara/shura) is not a management technique borrowed from corporate culture and given an Islamic gloss. It is a Divinely commanded methodology—one of the distinguishing marks of the believing community—placed by Allah between Salah and Infaq in Surah Ash-Shura, signalling that it belongs to the architecture of worship itself, not merely to operational efficiency.

“And those who respond to their Lord, establish prayer, and whose affairs are conducted by mutual consultation, and who spend out of what We have provided them.”

Surah Ash-Shura 42:38
