If a single text settles the order of priorities, it is the hadith qudsi recorded by al-Bukhari.
وَمَا تَقَرَّبَ إِلَيَّ عَبْدِي بِشَيْءٍ أَحَبَّ إِلَيَّ مِمَّا افْتَرَضْتُ عَلَيْهِ
“My servant does not draw near to Me with anything more beloved to Me than what I have made obligatory upon him.”
